简要规则描述：为贯彻落实《上海市生活垃圾管理条例》推进属地责任落实，促进常态长效管理，持续提升生活垃圾分类实效及精细化管理水平，促进生活垃圾分类减量工作大力有序的推进。精准掌握市、区两级的相关考评办法，对生活垃圾分类减量工作进行长效监管，拟通过公开采购的方式，选取一家合格的供应商对居住区、单位及沿街商铺等场所提供现场巡查指导评测服务、建立并加强长效管理模式，固化民众分类意识，推动习惯养成，实现居住区、单位和沿街商铺生活垃圾分类实效达标常态长效管理再提升。（具体详见第三章采购需求书）

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。 （2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and micro enterprises to purchase, and the products of small and micro enterprises are not subject to price discounts during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
