简要规则描述：本工程位于浦东新区南汇新城镇，东至研慧路、南至云鹃南路、西至国海路、北至K11-01地块，用地面积为8990.5平方米，用地性质为G1公共绿地。本次拟招该项目的10kv变电所工程（主要包括高低压柜安装以及调试、接地等，以及高低压柜之间电缆、母线槽等设备的安装及调试）
Brief Specification Description: This project is located in Nanhui New Town, Pudong New Area, bounded by Yanhui Road to the east, South Yunjuan Road to the south, Guohai Road to the west and Plot K11-01 to the north. It covers a land area of 8,990.5 square meters and is designated as G1 public green space in terms of land use type.
The proposed tender scope covers the 10kV substation project of this project, which mainly includes the installation and commissioning of high and low voltage switchgear, grounding system, as well as the installation and commissioning of cables, bus ducts and other equipment between high and low voltage switchgear.
合同履约期限：施工工期180日历天（计划开竣工日期：2026年6月1日-2026年11月27日，具体开工日期以发包人的开工令为准）
The Contract Period: Construction Period: 180 Calendar Days(Planned Start and Completion Dates: June 1, 2026 – November 27, 2026. The specific start date shall be subject to the Notice to Proceed issued by the Employer.)

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业（含中型、小型、微型企业）采购。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Reserved Procurement for SMEs: This project is exclusively open to small and medium-sized enterprises (SMEs), including medium-sized, small-sized and micro-sized enterprises.
(2) Support for Special Enterprises: Prison-managed enterprises and welfare institutions for the disabled shall be supported and treated as micro and small-sized enterprises.
(3) Priority Policy for Energy-Saving and Environmental-Friendly Products: Under equal technical and service indicators, priority shall be given to products included in the official catalogues of energy-saving and environmental-friendly products issued by the government. Mandatory procurement shall be implemented for products marked with "★" in the catalogues. Suppliers must provide valid certification certificates issued by nationally recognized institutions to enjoy the above policies.
(4) Domestic Purchase Policy: Imported products are not accepted for this project.
(c)本项目的特定资格要求：（1）供应商须具备输变电工程施工专业承包三级及其以上资质，及有效期内的安全生产许可证；
（2）供应商须具有有效期内的《承装（修、试）电力设施许可证》，许可范围包含三级及其以上（新证）或三级（10千伏以下）及其以上（过渡期换证）或五级及其以上（旧证）承装、承修、承试。
（3）拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
(c)Specific qualification requirements for this program: (1) The supplier shall hold Grade III or higher qualification for professional contracting of power transmission and transformation project construction, and a valid Work Safety License.(2) The supplier shall possess a valid Permit for Undertaking Installation, Maintenance and Testing of Power Facilities, with the scope covering Grade III or above (new license), Grade III (below 10kV) or above (transition period license replacement), or Grade V or above (old license) for installation, maintenance and testing.(3) The proposed project manager shall have Grade II or higher registered constructor qualification in the electromechanical engineering discipline, hold a valid Work Safety Assessment Certificate, and shall not take the post of project manager for any other ongoing construction project.
