简要规则描述：本项目拟通过公开竞争性磋商采购的方式选取一家合格供应商实施2025年潍坊社区文化活动中心社会化运营服务工作，主要是对潍坊新村街道三处阵地（南泉路269号、崂山路551弄42号、张杨路1152号）实施社会化专业化管理。承接社区文化体育、社区教育、科普功能的提升和活动的开展，打造潍坊文化品牌、推进社区公共阵地建设，激活群众性文化体育活力。本项目服务期限自2025年8月25日至2026年8月24日。（具体详见第三章采购需求书）
Brief Specification Description: This project intends to select a qualified supplier through public competitive consultation procurement to carry out the socialized operation service work of the Weifang Community Cultural Activity Center in 2025. The main task is to implement socialized and professional management of three sites in Weifang Xincun Sub-district (No. 269, Nanquan Road, No. 42, Lane 551, Laoshan Road, and No. 1152, Zhangyang Road). Undertake the improvement of community cultural and sports, community education, and popular science functions and the organization of activities, create the cultural brand of Weifang, promote the construction of community public venues, and activate the vitality of mass cultural and sports activities. The service period of this project is from August 25, 2025 to August 24, 2026. (For details, please refer to Chapter Three of the Procurement Requirements Document.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from small and micro enterprises will enjoy a 10% price discount. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project.
