简要规则描述：本项目重点围绕无人机投入临港交通管理开展，主要以无人机机库为基础平台，无人机单兵辅助，通过规模化组网部署及指挥调度平台搭建和运营维护，提供专业化无人机巡视服务，基本实现“空中视角全覆盖、远程调度无障碍、响应能力更快捷、场景应用更丰富”，探索打造高效应用场景，助力形成更立体、更机动、更智能的交通管理新模式。
Brief Specification Description: This project focuses on the application of drones in port traffic management, primarily utilizing drone hangars as the basic platform and drone individual assistance. Through large-scale network deployment, command and dispatch platform construction, operation, and maintenance, it provides professional drone patrol services, basically achieving "full coverage from an aerial perspective, barrier-free remote dispatch, faster response capabilities, and richer scenario applications". It explores the creation of efficient application scenarios and helps form a new model of more three-dimensional, more mobile, and more intelligent traffic management.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at procurement for small and micro enterprises. During the evaluation process, small and micro enterprises will not be eligible for price discounts. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定；
2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
5、本次采购不接受联合体响应，不允许合同转让与分包。
