简要规格描述或项目基本概况介绍、用途：本项目主要围绕浦东新区耕地保护与管理需求，构建“元—巡—管—联”的浦东智慧耕保，开展地面监测工作，通过及时发现和制止非法占用耕地、破坏耕地的行为，有效监测耕地“非粮化”、“非农化”问题；通过及时分析耕地变化信息和日常监测发现变化情况，实现动态汇总分析，形成调查监测成果和工作报告，保障耕地利用现状数据更新，为建设用地审批、土地利用规划修编、检查监督基本农田保护、各专项监督检查等管理工作提供全面、有效的支撑和服务。最高限价：地面监测处置365,717.00元，大棚基础数据1：2000全野外数据采集1,140,834.00元，大棚情况现场调查625,000.00元。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project mainly focuses on the needs of farmland protection and management in Pudong New Area, building a "Yuan - patrol - management - connection" Pudong Smart farmland protection system. It conducts ground monitoring work, effectively monitoring the issues of "non-grain use" and "non-agricultural use" of farmland by promptly identifying and stopping illegal occupation and destruction of farmland. By timely analyzing the information on changes in cultivated land and the changes discovered through daily monitoring, dynamic summary and analysis can be achieved, and investigation and monitoring results as well as work reports can be formed. For details, please refer to the procurement documents.
合同履约期限：自合同签订之日起至2025年12月31日。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project.
