简要规格描述或项目基本概况介绍、用途：为了进一步改善市容市貌，提高社区居民市容满意度，确保城镇管理的和谐、稳定有序，实现良好的社会治理效果。拟通过政府购买第三方服务的方式，选取一家合格的供应商参与高东镇市容环境、街面秩序管理，充分发挥其在城市管理、无五违巡查、各类专项等工作中的辅助支持作用。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: In order to further improve the city's appearance, enhance the satisfaction of community residents with the city's appearance, ensure the harmony, stability, and orderliness of urban management, and achieve good social governance effects. We plan to select a qualified supplier to participate in the management of Gaodong Town's urban environment and street order through the government's purchase of third-party services, fully leveraging its auxiliary support role in urban management, non violation inspections, and various special projects. (Please refer to Chapter 3 Procurement Requirements for details)

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. （4）须系我国境内依法设立的法人或非法人组织；
（5）本项目不允许转包。
