简要规则描述：本项目主要为上海市浦东新区唐镇城市管理行政执法中队确定一家供应商，提供重大项目推进保障服务，工作内容包括但不限于：全力保障重大项目建设的有序推进，协助加强重大项目环境巡查监管、固守工作、秩序管理保障工作等。（具体详见第三章采购需求书）
Brief Specification Description: This project is mainly to identify a supplier for Tang Zhen City Management Administrative Law Enforcement Squadron in Pudong New Area, Shanghai, and provide support services for major projects. The work includes but is not limited to: fully ensuring the orderly progress of major projects, assisting in strengthening environmental inspection and supervision of major projects, sticking to work, and ensuring order management. (For details, please refer to Chapter III Procurement Requirements)
合同履约期限：自签订合同之日起至2026年1月31日，如所采购的工时在服务期限届满前提前完成，则成交供应商需派驻不少于三人对重大项目进行固守，直至服务期结束。
The Contract Period: From the date of signing the contract to January 31, 2026, if the purchased working hours are completed ahead of the expiration of the service period, the transaction supplier shall send at least three people to stick to the major projects until the end of the service period.

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。 （2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and no price discount will be implemented for the products of small and medium-sized enterprises during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）须系依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（2）须具备省市级公安部门核发的有效的《保安服务许可证》；
（3）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) It must be a legal person or an unincorporated organization established according to law (this project does not accept branches to participate in procurement activities in their own names); (2) Must have a valid "Security Service License" issued by the provincial and municipal public security departments; (3) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
