简要规则描述：本项目拟通过公开采购的方式，选择一家合格的供应商承担临港新片区XXCY-04单元A06-09地块万祥镇养老院项目的建设管理服务工作。工程位于临港新片区万祥镇A06-09 地块，东至韵高路、南至新成港、西至泐影路、北至A06-10 地块。规划用地面积约6941.78 平方米（以最终实测为准），项目新建总建筑面积14199.0 平方米，其中地上建筑面积9999.0 平方米,地下建筑面积4200.0 平方米。
Brief Specification Description: This project aims to select a qualified supplier through public procurement to undertake the construction management service of the Wanxiang Town Nursing Home Project in the XXCY-04 unit of the Linhai New Area. The project is located in the A06-09 plot of Wanxiang Town in the Linhai New Area, with Yungao Road to the east, Xincheng Port to the south, Leying Road to the west, and A06-10 plot to the north. The planned land area is approximately 6,941.78 square meters (subject to the final measured results), and the total construction area of the new project is 14,199.0 square meters, including 9,999.0 square meters of above-ground construction area and 4,200.0 square meters of underground construction area.
合同履约期限：自合同签订之日起至项目质保期结束。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

(c)本项目的特定资格要求：3、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动，提供股东组成基本情况。
4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采 〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动；
5、本项目不允许转包。
(c)Specific qualification requirements for this program: 3. Suppliers with the same person in charge or with direct control or management relations are not allowed to participate in the same government procurement activities under the same contract, and the basic information of shareholders is provided.
4. Suppliers that meet the requirements of Article 17 of the "Guiding Opinions on Docking with International High-Standard Economic and Trade Rules and Promoting the Reform of Government Procurement in Pilot Regions" (Shang Cai Ca 〔2024〕 No. 12) are not allowed to participate in the procurement activities of this project.
