1 采购条件

1. Procurement Conditions

中交特种工程有限公司马东铁六分部路基附属工程，工程所需物资已具备采购条件，该项目因工期较紧，根据马来西亚国家法律法规和中交基础设施养护集团有限公司（以下简称养护集团）设备采购管理规定，决定在马来西亚当地进行线下公开询价。

CCCC Special Engineering Technology Co., Ltd. Malaysia Eastern Railway Sixth Division Roadbed Auxiliary Project, The materials required for the project have met the procurement conditions. Due to the tight schedule of the project, in accordance with Malaysian national laws and regulations and the equipment procurement management regulations of CCCC Infrastructure Maintenance Group Co., Ltd. (hereinafter referred to as the Maintenance Group), it has been decided to conduct an offline public inquiry in Malaysia.

马东铁疏港线为在建马东铁主线的延长线，分界点为九分部终点，分为北港和西港两条线路，为港口货运线支线，运行时速80km/h，为非电气化内燃机车铁路（柴油），全长约23km，与国内III级铁路标准相当，其地基处理工后沉降要求为≤30cm。

The Malaysia Eastern Railway Port Relief Line is an extension of the under construction Malaysia Eastern Railway mainline, with a dividing point at the end of the ninth branch line. It is divided into two lines, North Port and West Port, and is a branch line of the port freight line. It operates at a speed of 80km/h and is a non electrified diesel locomotive railway (diesel) with a total length of about 23km, which is equivalent to the domestic Class III railway standard. The settlement requirement after foundation treatment is ≤ 30cm.

为论证“原位/异位固化土”是否满足马东铁疏港线的工程需求（承载力和工后沉降），并验证相关施工工艺流程和施工成本，我公司应马东铁总经理部委托，以主线KAPAR车站站前广场15000m2为试验对象，进行原位固化或流态固化方案试验段研究。试验段方案论证成功，并确定工程成本之后，将该方案推广至整段马东铁疏港线进行地基处理。

To demonstrate whether the "in-situ/ex situ solidified soil" meets the engineering requirements (bearing capacity and post construction settlement) of the East Malaysia Railway Port Relief Line, and to verify the relevant construction process and construction costs, our company was commissioned by the General Manager's Department of East Malaysia Railway to conduct a study on the in-situ solidification or flow state solidification scheme test section of 15000m2 in front of the main KAPAR station square. After the successful demonstration of the experimental section plan and determination of the engineering cost, the plan will be extended to the entire eastern railway Port Relief line in Malaysia for foundation treatment.

租赁20t挖机2台，30t汽车起重机1台;租赁期限为2025年12月20日至2026年4月20日，挖机按月租赁4个月，汽车起重机按台班租赁9个台班。

Rent 2 excavators (20t each) and 1 truck-mounted crane (30t); the rental period is from December 20, 2025, to April 20, 2026. The excavators are leased on a monthly basis for 4 months, and the truck-mounted crane is leased on a per-shift basis for 9 shifts.

3 采购响应供应商的资格要求

3 Qualification requirements for procurement response suppliers

3.1基本条件

3.1 Basic Conditions

（1）要求企业实力强、具有可靠良好的资信状况。

(1) The enterprise is required to have strong strength and reliable and good credit status.

（2）具有独立承担民事责任能力。

(2) Having the capacity to independently undertake civil liabilities.

（3）具有良好的商业信誉和健全的财务会计制度。

(3) Having good business reputation and sound financial accounting system.

（4）具有履行合同所必需的设备和专业技术能力。

(4) Having equipment and professional technical capabilities necessary for performing the Contract.

（5）具有依法缴纳税收和社会保障资金的良好记录。

(5) Having good records of paying taxes and social security funds according to law.

（6）参加本批采购响应的前三年内没有法律纠纷及不良记录，在经营活动中没有重大违法记录。

(6) The suppliers responding to this batch of procurement have no legal disputes and bad records in the previous three years and no major illegal records in their business activities.

（7）法律、行政法规规定的其他条件。

(7) Other conditions stipulated by laws and administrative regulations.

（8）响应供应商必须具有完善的售后服务机构和售后服务体系。

(8) The response supplier must have a perfect after-sales service organization and after-sales service system.

3.2具体条件

3.2 Specific Conditions

（1)响应供应商应保证：所提供的货物属依法成立的生产厂家生产的产品，符合国家相关行业标准；所提交的响应文件的所有内容真实合法有效，响应供应商所提供的货物应当符合响应文件的技术要求，无权利瑕疵，否则，应承担由此给采购单位造成的一切损失及相关责任。

(1) The responding supplier shall ensure that the goods provided are products produced by legally established manufacturers and comply with relevant national industry standards; All contents of the submitted response documents are true, legal, and valid. The goods provided by the response supplier shall comply with the technical requirements of the response documents and have no defects. Otherwise, they shall bear all losses and related responsibilities caused to the purchasing unit as a result

4 响应文件的递交与开标

4.1凡有意参加采购活动的单位，请于 2025 年12 月 12 日 12 时 00 分至2025年12 月15日14时00 分(马来西亚时间，下同)，线下发送电子响应文件。

4.1 Units interested in participating in procurement activities are requested to send electronic response documents offline from 12:00 on December 12, 2025 to 14:00 on December 15, 2025 (Malaysia time, the same below).

4.2本次采购不收取响应费用。
