简要规则描述：本次实施的地点为曹路镇海潮村、启明村以及永丰村，农田建设面积279.4亩，其中新增建设235.9亩（永农102.3亩），提升改造43.5亩。
（1）海潮、启明灌区：北起小华江路，南至营房河，西临猪场河，东挨海滨路。
（2）永丰灌区：北至龚丰路，南侧为锦绣东路，西侧为中横圩，东至永新路。
工程主要内容为：土地平整、灌溉工程、排水工程、道路工程等。（具体数量及要求详见工程量清单及图纸）
Brief Specification Description: The implementation sites are Haichao Village, Qiming Village and Yongfeng Village of Caolu Town. The farmland construction area is 279.4 mu, of which 235.9 mu is newly constructed (102.3 mu is Yongnong) and 43.5 mu is upgraded and reconstructed.
(1) Haichao and Qiming irrigation areas: Xiaohua River Road in the north, Yingfang River in the south, Zhujiang River in the west and Haibin Road in the east.
(2) Yongfeng Irrigation District: Gongfeng Road in the north, Jinxiu East Road in the south, Zhonghengwei in the west and Yongxin Road in the east.
The main contents of the project are: land leveling, irrigation works, drainage works, road works, etc. (See Bill of Quantities and Drawings for specific quantities and requirements)
合同履约期限：合同签订生效之日起至质保期结束，计划工期：70日历天

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）具有水利水电工程施工总承包三级及其以上资质。
（5）具有安全生产许可证（有效期内）。
（6）拟派项目负责人具有水利水电专业二级及其以上注册建造师执业资格。具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
(c)Specific qualification requirements for this program: （3）The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.
（4）With water conservancy and hydropower project construction general contracting grade III and above qualification.
（5）Have safety production license (valid period).
（6）The person in charge of the proposed project shall have the qualification of registered construction engineer at or above Grade II of water conservancy and hydropower specialty. Possess valid safety production assessment certificate, and do not serve as the project leader of other construction projects under construction.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
