简要规则描述：事项一：居村法律顾问服务。服务内容包括但不限于为辖区群众提供法律咨询服务；起草、审核、修订自治组织章程、居民公约等规章制度；为居村重大经济、民生和社会管理方面的决策提供法律意见；参与疑难矛盾化解工作。工作时长：每周在结对居村开展不少于半天的坐班服务。事项二： “三所联动”法律顾问服务。服务内容包括但不限于开展疑难矛盾的调解并配合做好文书制作、档案整理；提供法律咨询服务；制作、出具《法律意见书》等工作。工作时长：每周不少于3个半天驻所坐班服务。具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准。
Brief Specification Description: Item 1: Legal Advisory Services for Residential Villages. The service content includes but is not limited to providing legal consultation services to the people in the jurisdiction; Drafting, reviewing, and revising rules and regulations such as the articles of association of autonomous organizations and resident conventions; Provide legal advice for major economic, livelihood, and social management decisions in the village; Participate in the resolution of difficult conflicts. Working hours: Provide no less than half a day of on duty service in paired villages every week. Item 2: Legal advisory services for the linkage of the three institutions. The service content includes but is not limited to mediating difficult conflicts and cooperating in document production and file organization; Provide legal consulting services; Produce and issue legal opinions and other related work. Working hours: no less than 3 half day on-site services per week.
合同履约期限：1年。自2026年3月5日至2027年3月4日

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（□是 ■不是）专门面向中小微企业采购，评审时小微企业最终磋商价格予10%的扣除。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project (□ Yes ■ No) is specifically aimed at small and micro enterprises for procurement, and a 10% deduction will be given to the final negotiated price of small and micro enterprises during the evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）具备省市级司法部门核发的有效的《律师事务所执业许可证》；
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
(c)Specific qualification requirements for this program: (1) Having a valid "Law Firm Practice License" issued by the provincial and municipal judicial departments; (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project;
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
