简要规格描述或项目基本概况介绍、用途：根据新区相关文件精神及“浦东新区老旧封闭型居民住宅小区治安防控安全技术防范工程基本要求”明确实施的建设项目,共涉及25个居民区37个自然小区的人行出入口96个点位，人脸识别系统116台；车辆出入口82个点位，车牌识别系统（含道闸）82台；小区道路全景高清摄像头719台；合计设备共917套。为保证潍坊街道37个老旧居民住宅小区各视频监控技防设施的有效运行，委托一家合格的供应商提供技防日常运行维护修理服务，以保证技防设施的正常运行，充分发挥技防设施的安全防范、安全监管作用。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: In accordance with the relevant documents of the new district and the "Basic Requirements for Security and Technical Prevention Projects of Old and Closed Residential Communities in Pudong New Area", the construction project involves a total of 96 pedestrian entrances and exits in 37 natural communities of 25 residential areas and 116 facial recognition systems. There are 82 vehicle entrances and exits, and 82 license plate recognition systems (including barrier gates). There are 719 high-definition panoramic cameras for the community roads. (For details, please refer to Chapter Three of the Procurement Requirements Document.
合同履约期限：2025年10月1日至2026年9月30日。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包
(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project
