Tendering Documents for Cathodic Protection Materials of East African Crude Oil Pipeline Project

一、Tendering Conditions
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、Project Overview and Tendering Scope
2.1 Project Overview：
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.
2.2 Scope of Supply: 
For the materials to be procured by the present Tendering, please refer to the table below.

CHINESE SUPPLIERS：
TIANJING PORT/SHANGHAI PORT,CHINA
INTERNATIONAL SUPPLIERS(OUTSIDE CHINA BIDDERS)：
（PACKAGE A）:CIF DARES SALAAM PORT,TANZANIA；(PACKAGEB): CIF MOMBASA PORT, KENYA.
PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA  
PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA 
LOCAL SUPPLIERS(UGANDA BIDDERS)：DDP(AT SITE OF UGANDA).

2.4 Delivery time：
All of the goods shall be dispatched and arrive on XXX port of XXX for XXX calendar days after receipt of Purchase Order (P.O.) .The Tender should provide its shortest delivery time.

三、Bidder qualification requirement
3.1 
Bids from joint venture are not accepted.
3.2 
The Bidder shall be a manufacturer or trader who possesses independent legal personality , has independence in law and finance and operates legally and shall take full responsibility to the goods and service.
Local Suppliers:
The Tenderer shall be an agent company appointed by the manufacturer who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.The agent company should provide the Form for Power of Attorney.
3.3 
Qualification requirement: The bidder should have the Certificate of ISO9000 and enterprise qualification。
3.4 
The bidder should provide the similar products' performance and the copy of the relevant contract documents(at a minimum, it should include:cover, signature & seal page, key pages containing the buyer's name, material description, model, technical parameters, quantity and signing date).
3.5 
Chinese Suppliers: The bidder should provide financial reports for 3 years(2020-2023), including but not limited to balance sheets, cash flow statements, income statements and financial statements. The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2021, it shall be counted from the year of establishment.
International Suppliers and Local Suppliers: The Tenderer shall undertake in the bid, once passed Commercial and Technical evaluation,before LOA issued, to provide audited financial statements for the past three years（If the date of establishment is later than 2021, it shall be counted from the year of establishment）.The bidder’s financial reports should be evaluated by the Tenderee. If finding the bidder is in the situation of bankrupt or unable to perform the contract,the Tenderee shall be entitled to cancel its bidding qualification or shall not award contract.
3.6 
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn).
3.7 
The bidder has not been suspended /disqualified the bid qualification by CNPC.
Any bidder can not meet the above requirements should be rejected.

四、Acquisition of Tendering Documents
Time of obtaining the tendering documents: AM 9:00 on 30th December 2024 to PM17:00 on 13th January 2025 (Abu Dhabi time, the same below).

五、Submission of Bidding Documents 
Bidding documents shall be composed of two components, “Technical proposal” and “Commercial proposal”

The Technical proposal shall be submitted to bidding@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 17th January ,2025.
The Commercial proposal shall be submitted to bidprice@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 17th January ,2025. 
The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
六、Bid Opening
Time: 9:00 AM (Abu Dhabi Time) 17th January,2025.
