简要规则描述：外高桥片区部分单位因用房使用年限较久，存在电路老化、卫生间破旧漏水等问题，本项目计划对外高桥公安处、曹路派出所、凌桥派出所、老干部活动中心(金桥点)、金桥大院用房进行维修。主要工作内容包含但不限于拆除工程、室内装饰工程、屋面工程、室外及外立面装饰工程、安装工程等。（具体数量及要求详见工程量清单/图纸。）
Brief Specification Description: Some units in the Waigaoqiao area have problems such as aging circuits and dilapidated and leaking bathrooms due to the long service life of their buildings. This project plans to carry out maintenance on the buildings of the Waigaoqiao Public Security Bureau, Caolu Police Station, Lingqiao Police Station, the Retired Cadres Activity Center (Jinqiao Point), and Jinqiao Courtyard. The main job contents include but are not limited to demolition works, interior decoration works, roofing works, exterior and facade decoration works, installation works, etc. (For specific quantities and requirements, please refer to the bill of quantities/drawings.)
合同履约期限：本项目施工工期90日历天，计划开工日期：2025年08月20日（暂定，具体开工日期以采购人通知为准）
The Contract Period: The construction period of this project is 90 calendar days. The planned start date is August 20, 2025 (tentative. The exact start date is subject to the notice from the purchaser).

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，支持小微企业发展：本项目专门面向小微企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有建筑工程施工总承包三级及其以上资质；
4、具有安全生产许可证（有效期内）；
5、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6、业绩要求：无；
7、其他要求：无。
(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person organization established in accordance with the law within the territory of China; 3. Possess a Grade 3 or above general contracting qualification for construction projects; 4. Possess a valid work safety license; 5. The proposed project leader should hold a second-level or higher registered constructor professional qualification in the field of building engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 6. Performance requirements: None; 7. Other requirements: None.
