简要规则描述：根据《关于进一步加强新区各镇和园区自建排水管道设施维护管理工作的通知》浦供排〔2022〕41号和《浦东新区各镇和园区自建排水管道设施维护管理工作考核办法》等文件管理要求，拟对雨水管网Ⅲ级、Ⅳ级结构性缺陷进行针对性修复。本次修复道路涉及航春路、鹤涛路等18条镇管道路。主要实施内容包括：翻排雨水管道195m、雨水管道非开挖点状修复50环、雨水管道非开挖整体修复197m、沥青路面修复169.2m²、水泥路面修复151.5m²、土体注浆491.59m³、管道临时封堵拆除等。
Brief Specification Description: According to the management requirements of documents such as the "Notice on Further Strengthening the Maintenance and Management of Self built Drainage Pipeline Facilities in Towns and Parks of the New Area" (Pu Supply Drainage [2022] No. 41) and the "Assessment Measures for the Maintenance and Management of Self built Drainage Pipeline Facilities in Towns and Parks of Pudong New Area", it is proposed to carry out targeted repairs to the structural defects of the rainwater pipeline network at levels III and IV. This road repair involves 18 town managed roads such as Hangchun Road and Hetao Road. The main implementation contents include: flipping and draining 195m of rainwater pipes, non excavation point repair of 50 loops of rainwater pipes, non excavation overall repair of 197m of rainwater pipes, repair of 169.2m ² of asphalt pavement, repair of 151.5m ² of cement pavement, grouting of 491.59m ³ of soil, and removal of temporary pipeline blockages.
合同履约期限：本项目施工工期300日历天，计划开工日期：2025年08月11日（暂定，具体开工日期以采购人通知为准）。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位， 并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises；(3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. (c)本项目的特定资格要求：3、本次采购需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书），根据《上海市政府采购供应商登记及诚信管理（暂行）办法》，为已在上海市政府采购网登记入库的供应商；4、须系我国境内依法设立的法人组织；5、具有市政公用工程施工总承包三级及其以上资质；6、具有建设部门颁发的《安全生产许可证》(有效期内）；7、拟派的项目经理须具有市政公用工程注册建造师二级及其以上资格及有效的安全考核证书，且未担任其他在建的建设工程项目的项目经理；8、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；9、本项目不接受联合体响应。
(c)Specific qualification requirements for this program: 5. Having a third level or higher qualification for general contracting of municipal public works construction; 6. Having a valid Safety Production License issued by the construction department; 7. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate, and have not served as a project manager for other ongoing construction projects
