简要规则描述：为进一步构建“15分钟社区生活圈”的整体社区规划，对社区学校、社区受理中心、应急仓库等公益性便民服务站点进行提升改造工程。主要包括拆除工程、砌筑工程、门窗工程、楼地面工程、墙面工程、屋面工程、天棚工程、路面修复、给排水工程、强弱电工程等。（具体数量及要求详见工程量清单/图纸。）
Brief Specification Description: To further build the overall community planning of the "15-minute community life circle", the upgrading and renovation project of public welfare and convenient service stations such as community schools, community service centers, and emergency warehouses in the community will be carried out.
合同履约期限：本项目施工工期60日历天，计划开工日期：2025年8月20日（暂定，具体开工日期以采购人通知为准）
The Contract Period: The construction period of this project is 60 calendar days. The planned start date is August 20, 2025 (tentative, the exact start date will be subject to the notification from the purchaser).

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，支持小微企业发展：本项目专门面向小微企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and micro enterprises in government procurement and support the development of small and micro enterprises: This project is specifically for the procurement of small and micro enterprises. During the evaluation process, no price deduction benefits will be applied to the products of small and micro enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises (please refer to the procurement documents for details).
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有建筑工程施工总承包三级及其以上资质；
3、具有安全生产许可证（有效期内）；
4、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
5、业绩要求：无；
6、其他要求：无。
(c)Specific qualification requirements for this program: 1. Not included in the lists of "Credit China" (www.creditchina.gov.cn) or China Government Procurement Network (www.ccgp.gov.cn) for individuals with bad credit records, major tax violations, or serious illegal acts in government procurement; 2. Must be a legal entity established within China; 3. Have the qualification for construction engineering general contracting at level three or above; 4. Have a safety production license (valid within the validity period); 5. The project leader to be dispatched has the registered construction engineer qualification for construction engineering at level two or above, possesses a valid safety production assessment certificate, and is not currently serving as the project leader of any other ongoing construction projects; 6. Performance requirements: None; 7. Other requirements: None.
