(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。

(c)本项目的特定资格要求：（1）本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）供应商具备有效的营业执照及有效的安全生产许可证；
（3）供应商具有建筑工程施工总承包三级及以上资质；
（4）项目负责人具有建筑工程专业二级及以上注册建造师执业资格；
（5）提交响应文件截止之日前三年内，在政府采购活动中无不良行为记录；
（6）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
(c)Specific qualification requirements for this program: (1) This negotiation requires an online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) The supplier has a valid business license and a valid safety production permit; (3) The supplier has a third level or higher qualification for general contracting of construction projects; (4) The project leader has a registered construction engineer qualification of Level 2 or above in the field of construction engineering; (5) Within the three years prior to the deadline for submitting response documents, there has been no record of any misconduct in government procurement activities; (6) The company's assets are in good condition and it has the necessary equipment to fulfill the contract; Pay taxes and social security funds in accordance with the law, have a good commercial reputation and a sound financial accounting system;
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
