简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式选择一家具有资质的供应商，全面加强上钢新村街道世博区域社会、市容环境防控能力。主要内容包括协助上钢新村街道世博地区范围内重点区域辅助管理、建设工地辅助管理、大型活动服务保障、共享单车日常管理摆放、无序设摊治理、各类专项整治、夜间值班备勤巡查、住宅小区辅助管理、公共场所日常市容环境辅助管理和上级交办的其他事项等。（具体内容及要求详见招标文件第三章—服务需求书。）
Brief specification description or basic overview of the project: This project intends to select a qualified supplier through public bidding to comprehensively enhance the social and urban appearance and environmental prevention and control capabilities in the Expo area of Shanggang Xincun Sub-district. The main contents include assisting in the management of key areas within the Expo zone of Shanggang Xincun Sub-district, assisting in the management of construction sites, providing service guarantees for large-scale events, daily management and placement of shared bikes, governance of disorderly street vending, various special rectification campaigns, night duty and standby patrols, assisting in the management of residential communities, assisting in the daily management of the urban appearance and environment of public places, and other tasks assigned by higher authorities. For specific content and requirements, please refer to Chapter Three of the tender documents - Service Requirements.
合同履约期限：合同签订后一年，具体起止时间以采购人通知为准。
The Contract Period: One year after the contract is signed, the specific start and end time shall be subject to the notice of the purchaser.

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠；（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically for procurement from small and medium-sized enterprises. During the evaluation, no price deduction benefits will be implemented for small and medium-sized enterprises. (2) Welfare units for the disabled, and they are regarded as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
4、具备省市级公安部门核发的有效的《保安服务许可证》。
(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project. 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department.
