一、招标条件 / 1. Tender Conditions

本项目 新加坡SIWMF垃圾处理项目，项目业主为 NEA，招标人为 中国水电建设集团有限公司（新加坡分公司）IWMF项目部，具备招标条件，现进行公开询比采购。

The SINGAPORE INTEGRATED WASTE MANAGEMENT FACILITY (IWMF) PROJECT, with Owner as the National Environment Agency (NEA), is now tendered by Sinohydro Corporation Limited (Singapore Branch) IWMF Project Office through a competitive public bidding.

二、项目概况和招标范围 / 2. Project Overview and Scope of Tender

招标项目名称 / Name of Tendered Project：

新加坡IWMF项目脚手架工作

Scaffolding Works for Singapore IWMF Project

建设地点 / Project Location：

Lot 05036W Mk 07, Off Tuas South Lane / Tuas South Avenue 9, Singapore

建设规模 / Construction Scale：

4×900 吨/天，4条垃圾处理生产线

4×900t/d, 4 waste processing lines

工期 / Construction Period：

开工日期暂定为2026年2月底，完成时间为2028年06月底。

本工程暂定工期：The tentative project duration is as follows: the start date is tentatively set for the end of February 2026, with completion scheduled for the end of June 2028.

招标范围 / Scope of Tender：

本次招标范围为本项目后期脚手架工作。

The scope of this tender pertains to the scaffolding work in the later stages of the project.

三、投标人资格要求 / 3. Bidders’ Qualification Requirements

1. 资格能力要求 / Qualification & Capacity

（1）投标人需具有新加坡境内注册的独立法人资格公司，或具有在新加坡注册的子公司，具有有效的新加坡ACRA营业执照。

Bidder must be a legally registered entity in Singapore or have a registered subsidiary in Singapore with a valid ACRA business license.

（2）投标人须提供有效的新加坡相关机构出具的施工承包商证书。

A valid contractor license issued by relevant Singapore authorities must be provided.

（3）投标人须提供有效的bizSAFE Level 4证书。

A valid bizSAFE Level 4 certificate is required.

2. 业绩要求 / Experience Requirements

投标人近5年（自2021年1月1日至投标截止日）至少在新加坡具有一份脚手架合同业绩。

The bidder must have completed at least one scaffolding work contract in Singapore within the past 5 years (since Jan 1, 2021).

须提供相关合同扫描件，包括合同双方盖章页、签订日期、工程范围及关键参数等。

Scanned contract documents must show both parties' seals, contract date, project scope, and key technical data.

须提供由最终用户盖章的用户证明（如验收证明、使用证明、回访记录等）。

End-user proof must be provided (e.g., acceptance certificate, usage proof, visit records, etc.)

3. 信誉要求 / Credit Standing

投标人应信誉良好，无被责令停业、暂停投标、财产被接管、冻结、破产等情况。

The bidder must have good credit standing with no suspension, disqualification, receivership, asset freeze, or bankruptcy.

4. 其他要求 / Other Requirements

不接受联合体投标。

Joint bids are not accepted.
