简要规则描述：为了有效缓解凌桥地区部分区域交通拥堵现象，现拟实施凌桥地区协警交通秩序维护服务采购，协助交警进行交通疏导等相关工作，实现交通畅通。（具体详见第三章采购需求书）
Brief Specification Description: In order to effectively alleviate traffic congestion in some areas of Lingqiao, it is now proposed to implement the procurement of traffic order maintenance services for auxiliary police in Lingqiao, assisting traffic police in traffic guidance and other related work to ensure smooth traffic flow. (For details, please refer to Chapter Three of the Procurement Requirements Document.
合同履约期限：服务期限为2025年12月01日至2026年11月30日。
The Contract Period: The service period is from December 1, 2025 to November 30, 2026.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price deduction benefits will be implemented for micro and small enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1、须具有《保安服务许可证》；
2、本项目不允许转包、分包。
(c)Specific qualification requirements for this program: 1. Must have a "Security Service License"; 2. Subcontracting or assignment is not allowed for this project.
