(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved quotas, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically for procurement from SMEs. During the evaluation, no price discount preferential treatment will be applied to products of SMEs.(2) Support prison enterprises and welfare units for the disabled, and treat them as micro and small enterprises;(3) Policy of giving priority to purchasing energy-saving and environmental protection products: Under the same conditions of technical, service and other indicators, priority shall be given to the products included in the catalog of energy-saving and environmental protection products published in Document Caiku [2019] No. 18 and Document Caiku [2019] No. 19 of the Ministry of Finance; Compulsory procurement shall be implemented for products marked with "★" in the catalog of energy-saving products. (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）；
（4）供应商须具有中华人民共和国住房和城乡建设部颁发的水利水电工程施工总承包资质三级及其以上；
（5）具有建设部门颁发的《安全生产许可证》（有效期内）；
（6）项目负责人须具有中华人民共和国住房和城乡建设部颁发的中华人民共和国水利水电工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书；
（7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program: (3) Must be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branch companies are not allowed to participate in the bidding activities in their own name for this project);(4) The supplier must hold a Class III or higher qualification for general contracting of water conservancy and hydropower engineering construction issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;(5) Must possess a Work Safety Permit (within the validity period) issued by the construction authority;(6) The project manager must hold a Level II or higher (inclusive) Registered Constructor qualification certificate in the specialty of water conservancy and hydropower engineering of the People's Republic of China, issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and must have a valid qualification certificate for work safety assessment;(7) Different suppli
