CHAPTER 1 - Bidding Announcement

To All Bidders
We, China Petroleum Pipeline Material and Equipment Co.,Ltd, as the authorized purchasing agent by Tenderee, hereby invite your company, which is already on the Approved Vendor List of SCOP, to submit a bid for Ball Valves (4th Batch) required for New Nassiriya Depot Project, Iraq.

Project Name: Purchasing for Ball Valves (4th Batch) (EPC for New Nassiriya Depot Project, Iraq)
1.    Purchasing Conditions
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. 
2.    Project Overview and Purchasing Scope
2.1.    Project overview:
Project Name: Engineering, Procurement and Construction (EPC) for New Nassiriya Depot
Owner: State Company for Oil Project (SCOP)
Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M³) is the proposed depot to accommodate the produced crude from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M³), for Phase (I) it shall be 2.52 million barrels (401,000 M³), and for Phase (II), it shall be 1.26 million barrels (200,500 M³).CPP win to build all tanks for phase (I), including 7 Floating roof tanks (66000m³), and their accessories. Two relief tanks(23000 m³), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m³ Capacity from continuous water supply. The project is planned to be completed prior April, 2025.
2.2.    Scope: For the materials to be procured by the present Tendering Documents, please refer to the Attachment 1-Technical Documents&MTO

3.    Requirements For Bidder
(1) The Bidder shall be a manufacturer ,who possesses independent legal personality, has independence in law and finance and operates legally shall take full responsibility to the goods and service.
(2) The bidder manufacturer shall possess a valid ISO 9001 certificate.
(3) Bidders shall have the status of an independent legal entity, be independent in legal and financial aspects, operate legally and be independent of the Tenderee and Tendering agent. 
(4) The bidder shall provide the following commitment in its response document: “We hereby undertaking that we has a sound financial status, with the asset-liability ratio being less than 100%. We are not in a situation where its property is under takeover, bankruptcy, or other circumstances such as closure, suspension, merger, or restructuring. There is no situation for our company to enter the liquidation process, be declared bankrupt, or suffer from other circumstances that would lead to the loss of performance ability.We undertakes to accept the requirement that "if the bidding supplier wins the bid, the Tenderee has the right to review its complete financial report/financial status before the contract is signed. If it is found that the bidding supplier has any of the above-mentioned situations or risks, the Tenderee has the right to cancel its winning bid.”
(5) Other requirements: Bidders shall not be included in the blacklist, have the bidding qualifications suspended or cancelled, or be prohibited from access by China National Petroleum Corporation / China Petroleum Pipeline Engineering Co., Ltd.
(6) The country of origin of Valves, raw materials, and accessories for Goods shall comply with 20 countries: Belgium, Finland, France, Germany, Holland, Italy, England, Norway, Portugal, Spain, Sweden, Switzerland, America, Canada, Japan, South Korea, Ireland, Austria, Denmark, Luxembourg. 
(7) Actuator shall follow approved vendor list below:

4.    Acquisition of Tendering Documents
Time of obtaining the Tendering Documents: AM 9:00 on 29th Sep, 2025 to PM17:00 on 10th Oct, 2025(Abu Dhabi time, the same below).

5.    Submission of Bidding Documents 
The Bidding documents shall be composed of two components, “Technical Bid” and “Commercial Bid”
The Technical Bid shall be submitted to biddingtechnical3@enlinkenergy.com before 9:00 AM on 14th Oct, 2025 (Abu Dhabi Time).
 The Commercial Bid shall be submitted to bidcommercial3@enlinkenergy.com before 9:00 AM on 14th Oct, 2025 (Abu Dhabi Time). The Commercial Bid shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.
The overdue delivery of the bidding documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
6.    Bid Opening
Time: 9:00 AM on 14th Oct, 2025 (Abu Dhabi Time).;
